Welcome to the Investment Fraud APPG

The Investment Fraud APPG is a neutral cross-party forum bringing together parliamentarians of all parties from both Houses of Parliament to campaign on behalf of Investment Fraud victims. 


Launched in December 2021, this APPG is examining the impact of Government and HMRC policy on investment fraud victims and how law enforcement, regulators and other stakeholder’s response to this crime can be enhanced and improved. We will act as a briefing channel for Parliamentarians on Investment Fraud.

Between September 2019 and September 2020, just over 17,000 reports of investment fraud were submitted to Action Fraud.

The Financial Times reported that the first half of 2019 saw more than double the number of investment banking fraud cases than in 2018. Industry estimates from the Police Foundation believe the true value to run at around £4bn each year.

Online investment fraud is also reported to have increased by 50 per cent during the pandemic and to have been the costliest scam.

Our Campaigns

What Will the APPG work on?

In recent years there has been a significant spike in cases of investment fraud across the United Kingdom but little focus on the plight of victims.


This APPG will focus on many issues important to investment fraud victims. Initially we will focus on the tax treatment of investment fraud victims.


We will be conducting a number of focused sector inquiries commencing with fraud in sport in early 2024. This will be followed by a focused inquiry into pension fraud later in the year.


MP’s and peers from across the political spectrum will be overseeing these inquiries alongside our team of leading sector experts to work on a cross-party basis to improve outcomes for victims.

Evidence unearthed by the APPG shows that HMRC is levying tax charges against investment and pension fraud victims - rather than the perpetrators of the crimes. The inquiry by an influential cross-party panel of MPs and peers has found this is leading to devastating welfare and financial issues amongst victims.
